Re:
Docket No. R-04-021
Revisions to Radium Water Quality Standards
Dear Ms. Gunn:
Most of my professional life has been spent at IDOT (Illinois Department of Transportation)
working with municipalities to best allocate funds to maintain safe and reliable roadway systems
for the residents of our State. For the past few years I’ve been employed at a firm which often
finds itself challenged by municipal clients with few dollars
but many needs. As the
transportation, water supply, wastewater treatment and collection, and drainage systems of these
municipalities age, more dollars are needed than are available from local, and (limited) State
funds. While it is my opinion that systems should always be the “best practical,” for the well
being of the residents of Illinois, a measurable benefit needs to be shown for any expenditure of
public dollars.
Radium is naturally occurring in many ofthe waters ofIllinois at levels which, to my knowledge,
have not been shown to be detrimental to public health or the environment. To place radium
limits on wastewater discharges where the only measurable effect will be the expenditure of
taxes places a burden without benefit upon our residents.
I appreciate the opportunity to provide comments to the Illinois Pollution Control Board on this
important issue.
Sincerely,
Albert J. Zanzola, E
