On December 2, 2004, all parties participated in a telephonic pre-hearing conference with

the hearing officer. The hearing date of December 22, 2004, was confirmed. Petitioner

represented that it will call two witnesses to testify at the hearing. The Illinois Environmental

Protection Agency represented that it will call no witnesses.
