    On November 22, 2004, a hearing in this matter was held at the Jackson County Health
    Department in Murphysboro, Illinois. Attorney Daniel Brenner appeared on behalf of the

    Witness Credibility
     
     
    Three witnesses testified during the hearing:
     
    Mr. Don Terry
    Mr. Edward Tow
    Ms. Rose Tow
     
    Based upon my legal judgment, experience, and observations at hearing, I find that the
    credibility of witness is not an issue in this matter.
     
    Exhibits
     
     
    The complainant offered the inspection report as Exhibit 1. Respondent did not object,
    and the exhibit was admitted as evidence at hearing.
     
    Briefing Schedule
     
    The transcript is due December 6, 2004. Complainant will file its brief by January 10,
    2005. Respondent’s brief is due February 10, 2005, and complainant’s reply, if any, is due
    February 28, 2005.
