    ORDER OF THE BOARD (by C.A. Manning):
    The Board on its own motion today consolidates the petitions in PCB 98-160 and PCB
    98-161. The facts and issues attendant to each case are substantially similar, and the parties
    are the same in the two cases. Accordingly, the Board believes that consolidation would result
    in judicial economy if the cases were heard and reviewed together. The Board therefore
    consolidates the two cases, and the caption has been modified to reflect this order.
    IT IS SO ORDERED.
