To Whom It May Concern:
I was raised on a family farm in the Mississippi River bottoms near East Harmibal,
Illinois. Today I live directly across from and the closest residence to the ADM elevator
here in Hull. When I was growing up there was an elevator in Fall Creek, Illinois. That
elevator has been gone for 25+ years. At one time there were two elevators in Hull. My
point is that we have already lost most ofthe options for grain delivery and handling that
were available at one time to the area farmers. Many farmers from a wide area deliver
grain here. I grew up loving the farm life and being committed to the field of Agriculture.
I graduated from West Pike in Kinderhook and received a B.S. in Agriculture
Science/Business from WIU. The Sny Island Levee Drainage District employed me for
many years as its Treasurer. In 1993 I purchased the home across from the Hull elevator.
I moved in fully expecting the noise, traffic, and dust involved in the process during the
busy harvest seasons. IfI ever had a problem with anything caused by the elevator I
would feel confident that talking to Kent about it would resolve the problem.. I have never
had a problem with the operation ofthe elevator. Today I have no personal need
whatsoever forthe ADM elevator in Hull. I do however understand the economy of our
area and know rural people and their needs. WE NEED
THE ADM ELEVATOR IN
HULL.
I know that you have made many efforts in an attempt to improve the noise and
dust level produced by the elevator. That is sufficient.
Please do not allow some
complaints by one individual, no matter how loud and defiant, to effect the
operation of this elevator.
Similarly, if
I
moved into
a
home bordering
a
school and its
playground, would
I
be justified in complaining about the noise of the children playing?
What should the school do about it? That is how I feel about the foolish, arbitrary
complaints being made by one homeowner. The elevator was here before any of us
moved in near the elevator and we should all be tolerant ofthe normal traffic, noise, etc.
for the betterment ofour wider community. Be assured that your presence here is not
only approved by a vast majority ofthe area residents, but very much appreciated. Thank
you for remaining a part of our community!

r, Jeanie Cox, being first duly sworn upon oath, depose and state:
1.
I have personal knowledge of the facts stated herein and am over 21 years
old.
2.
I am a resident of Hull, Illinois, and I live on property adjacent to an
elevator owned and operated by Archer Daniels Midland Company which
I understand is the subject of a Formal Complaint filed with the Illinois
Pollution Control Board by Bonita and Richard Saxbury.
3.
I have lived in my current residence since 1993.
4.
My home is closer to the elevator property than the home ofBonita and
Richard Saxbury.
5.
At the time I moved into my home, I knew I was moving in next to a grain
elevator and I anticipated that there would be some noise from the
elevator.
6.
The noise from the elevator has been about what I expected from the
elevator operation and is somewhat less noticeable than it was when I
moved in.
7.
I have never made any complaint to the elevator, the Illinois
Environmental Protection Agency, police or the city of Hull regarding
noise from the elevator.
8.
I have never had to close my windows to be able to hear my television,
hold a conversation or entertain in my home.
9.
I have never had to change my plans for entertaining in my yard due to
noise from the elevator.
10.
The noise from the elevator has never interfered with my daily activities in
and around my house.

11.
I have never had difficulty falling asleep or been awakened during the
night due to noise from the elevator even with the windows open.
12.
I have never experienced any physical or mental distress that I attribute to
noise from the elevator.
13.
I have never sought medical treatment due to any distress that I would
attribute to noise at the elevator.
