    ORDER OF THE BOARD (by K.M. Hennessey):
    Chemetco, Inc. (Chemetco) filed a petition for review with the Board on July 15, 1998.
    Chemetco asks the Board to review a June 10, 1998 Illinois Environmental Protection Agency
    (Agency) final determination regarding Chemetco’s facility in the City of Hartford, Madison
    County, Illinois. The Board accepted this matter for hearing by its order of July 23, 1998.
    On August 13, 1998, John F. Cowling, counsel for Chemetco, filed a motion pursuant
    to 35 Ill. Adm. Code 101.107(b) to appear before the Board in this matter. Section
    101.107(b) provides that attorneys who are not licensed and registered to practice law in
    Illinois may request to appear on a particular matter by filing a motion with the Board.
    In his motion, Mr. Cowling explains that he is licensed to practice law both in Missouri
    and the United States District Court for the Eastern District of Missouri. He also notes that he
    is in good standing in both jurisdictions and that no disciplinary actions have been filed against
    him or are currently pending. The Agency filed no response to the motion. The motion is
    granted.
