Dear Ms. Sudman:

I am contactingyou concerning the above referencedmatter. As a resident ofStratford West,

I am obviously concerned.about not only the problems we have with the operation ofour water and

sewer system, but the outrageous monthly minimum fee.

For example, I, as a single senior citizen,

had a bill last month in

excess of $160.00.

Ifa fine is imposed upon Mr.

Thorell, I believe he is likely to find a way to pass it on to us

consumers.

I would prefer instead ofa fine

that he be required to

abate

a portion ofhis

monthly

billing.

This would provide a benefit to those of us forced to use his utilities.
