    On August 20,
    2004,
    I mailed the enclosed package via certi-
    fied mail.
    Similar packages were also mailed to the Board and Harri-
    son.
    Although,
    I have received the return receipt for the Board and
    Harrison, nothing has come back on the IEPA’s.
    I have enclosed a copy of the certified mail receipt showing
    the postmark date.
    The tracking number of this receipt does not show
    up in their system.
    But neither did the tracking numbers on the two
    items that were delivered.
    If you would please sign the acknowledgement below and return
    a copy to me,
    I would greatly appreciate
    it.
    After you have had an opportunity to review our petition,
    I
    will contact you to arrange a meeting where we can hopefully resolve
    this matter with respect
    to Mr. Gill prior to a hearing date.
