RE:
PCB, 02-10
Dear Mr.
Halloran,
I have encloseda letter I mailedto you on February 19, 2003
still in the enclosed envelope which came backto me.
As you
know, andwill note from the enclosed letter, I have been quite ill, andthis has taken up most ofmy time and energyin recovery.
As I looked atthe envelope I realized that I made the mistake in the addressexplaining its return to me.
It was typed 1100
Randolph, and not
100 Randolph.
This was my mistake andI take responsibility for it, and not getting correspondence to you
before now.
I had surgeryagain,
on March 10, 2003 and I was released on March
15,
2003
andwhen I arrived home I saw the returned
envelope in my mail.
I am not sure what to do about pursuing this noise matter.
I will
needyou to advise me,
or advise ifI should contact Dorothy
Gunn again.
I heard the AC noise at the school last night so obviously Mr.
O’Connor has not convinced his client, Unit
5,
North Pointe Grade School to silence or buffer the AC fun noise.
I had hopedtheywould take care ofthe problem during the
November
-
March months so we could close out this matter before us with the respondent.
Mr.
Halloran, I would be happyto
discussthe AC noise problems with the new Unit
5 School Superintendent ifhe would like to fulfill the promise Unit
5
madeto
me in 2001
regarding the noise if Mr. Steskais willing to correct the problem so we can dismiss-this-complaint.
Mr.
Steska, the
school superintendent,
has my permission to contactme to discuss the noise problems.
IfMr.
Steska chooses not to contactme to resolvethe noise complaint, it is my recommendation that we sideline thismatter for
the next
4-5
months until I know my health is more predictable and I can put forth the work necessary
to prepare for the
hearing, and commit to furtherphone conferences with all
parties.
Right now, I am at the mercy ofdoctor appointments,
and treatment out of town, so1hereisa lot oftravel time for me,
and still
recovering while under medications which can affect my responses.
Perhaps this is whythe addressmistake was made on your
envelope, as I may not have read it right while under medications.
I needto put my health first, Mr.
Halloran.
Obviously, Unit
5 has no interest in helping their neighbors, andcorrecting the noise problems coming from the school, so the noise will zemain
for us to pursue several months from nowwhen I have medical authorization to begin doing business work again associated with
this complaint.
I will apologize to you andthe Illinois Pollution Control Board only for the continuance needed to finish this case.
If Unit
5
would cooperate and control the AC fan noise theyhave forced upon its neighbors I would not have to be taking personal time to
be contacting the
IPCB and fighting with Unit
5
whenI should be focusingon my health concerns.
I will await your recommendation on the next step for usto pursue.
Sinc
ely,
Dorothy Gunn, Clerk ofthe IL. Pollution Control Board
Martin O’Connor,
respondent’s counsel
Dan Steska,
Unit 5 Superintendent
