The~roponentofthis rulemaking is the Illinois Association ofWastewater Agencies
(IAWA). L&WA seeks to amendthe Board’s rule establishing general use water quality
standards fordissolved oxygen

Ill. Adm. Code 302.206). IAWA’s proposal, including its
statement ofreasons and proposed amendatory language, may be viewed in Chicago at the
Clerk’s Office and obtained on the Board’s Web Site through the Clerk’s Office On-Line
(COOL)
at www.ipcb.state.il.us.
The Board held this rulemaking’s first hearing on June 29, 2004, in Chicago. The eight
hearing exhibits entered into the record at the first hearing are available in the Clerk’s Office and
on COOL. We expect to receive the first hearing’s transcript by July 12, 2004, at which time it
will be available in the Clerk’s Office and promptly placed on COOL.
The second hearing in this rulemaking remains scheduled for Thursday, August 12, 2004,
at 1:00 p.m. in Springfield. However, the room for the second hearing has been changed to
accommodate the potentially large number ofpersons attending.
The new location in
Springfield for the second hearing is Room D-1 of the Stratton Office Building.
For the second hearing, the deadline to prefile testimony is August 3, 2004. The witness’
testimony and any related exhibits must be filed with the Board and simultaneously served on all
persons on the Service List.

Witnesses who prefile testimony may be asked at the second hearing to read their
testimony into the record or to provide an oral summary. At the discretion ofthe hearing officer,
anyone who wishes to testify who does not prefile testimony will be allowed to testify only as
time permits after completion oftestimony by, and questions for, those witnesses who prefile.
Additional hearings may be scheduled as needed. We will also use the second hearing to receive
any testimony on the decision ofthe Department ofCommerce and Economic Opportunity
(DCEO) to not perform an economic impact study (EcIS) on the proposed rules. DCEO’s letter

documenting its decision to not conduct an EcIS is available in the-Clerk’s Office and on COOL.
