ORDER OF THE BOARD (by C.A. Manning):
On May 11, 1998, cross-respondent Cheryl Halbrooks (Halbrooks) filed a motion to
allow Musette H. Vogel of The Stolar Partnership to file an entry of appearance in this case on
behalf of Halbrooks. The motion was accompanied by an entry of appearance of The Stolar
Partnership. The initial complaint in this matter was filed on October 8, 1993. At that time,
Vogel was employed by the Board as an attorney assistant to Chairman Manning. Vogel
worked in this capacity until August 1996. The motion states that Vogel did not participate
personally and substantially in this matter while an employee of the Board. Moreover, any
knowledge Vogel had of this case during her tenure at the Board related to the status of the
case or her role as an attorney assistant to Chairman Manning which included standard case
assignment and case management responsibilities. Based on these circumstances, the motion
alleges that no conflict would result with Vogel’s representation of Halbrooks in this matter.
No response to this motion has been filed by the other parties to this case.

The Board hereby grants the motion to allow Vogel to file an entry of appearance in
this case on behalf of Halbrooks and accepts the entry of appearance.
IT IS SO ORDERED.
