    RESPONSE
    TO MOTION FOR
    EXTENSION
    OF TIME
    NOW COMES the Petitioner, Village of Robbins, “Robbins”) by and
    through its attorney, William H. Mansker and responds to the Motion For
    Extension of Time to File Response as follows:
    1. The Petitioner Village of Robbins appreciates the time demands and
    time constraints of IEPA counsel and does not object to an extension of time
    for 14 days to file a response to the motion for summary judgment.
    2. The Village, like many agencies of local government, is facing
    extraordinary fiscal and financial issues related to business activities in their
    community. The facility seeking the permit modification is the principal
    industrial operation in the Village.

    3. As the local siting authority, the Village desires •to expedite the
    resolution of the permit issue as the project that is subject of the permit
    cannot operate and provide needed revenues to the Village unless the permit
    issue is resolved.
    4. The Village remains ready, willing and able to discuss any
    outstanding issues related to the permit and looks forward to the speedy
    resolution of this matter.
    WHEREFORE, the Petitioner Village of Robbins does not object to the
    extension of time to file a response to the motion for summary judgment
    until May 28, 2004 but is concerned with the timely resolution of the
    motion.
