    ORDER OF THE BOARD (by C.A. Manning):
    This matter comes before the Board on its own motion. On March 5, 1998, an
    administrative citation was filed with the Board in response to an observed violation that
    occurred on February 10, 1998. Pursuant to Section 31.1(b) of the Environmental Protection
    Act (415 ILCS 5/31.1(b)(1) (1996)), the County of Jackson was to complete service upon
    Emery Johnson (respondent) within 60 days of the date of the observed violation. As no proof
    of service upon the respondent has been provided to the Board, this matter is hereby dismissed
    for failure to perfect service. This docket is closed.
    IT IS SO ORDERED.
    Section 41 of the Environmental Protection Act (415 ILCS 5/41 (1996)) provides for
    the appeal of final Board orders to the Illinois Appellate Court within 35 days of service of this
    order. Illinois Supreme Court Rule 335 establishes such filing requirements. See 172 Ill. 2d
    R. 335; see also 35 Ill. Adm. Code 101.246, Motions for Reconsideration.
