    DISSENTING OPINION (by C.A. Manning, R.C. Flemal, and G.T. Girard):
    We agree with that portion of the majority opinion that ordered an award of $14,760 in
    attorney fees to complainant. However, we disagree that any further penalty should be
    ordered against ESG Watts, Inc., in this case.
    Accordingly, we respectfully dissent from the majority’s final order in this matter.
