    COME NOW the Respondents, RUSSELL
    V. WELLER, EVELYN L. WELLER and
    SPRINGFIELD IRON AND METAL CO., NC.,

    the Illinois Pollution Control Board for a review of the Administrative Citation filed against
    Respondents and
    for their reason state that Complainant’s characterization of Respondents’
    property as an open dump is incorrect, and respond specifically denying that they caused or
    allowed open dumping of waste as characterized in the Administrative Citation.
    WHEREFORE, Respondents respectfully request the Illinois Pollution Control Board for
    a hearing to review the Administrative
