    Aineren Elgin Site Specific Noise Rulemaking
    Dear Board Members:
    Ameren
    Generating
    Company
    (Ameren)
    has
    been
    a
    corporate
    resident
    of
    our
    City
    since
    the
    construction ofthe Ameren Elgin Energy Center in 2001.
    The Energy Center is
    a significant regional
    facility and generator ofpower.
    We provided incentives to Ameren to
    develop the facility in our City
    and entered into a Development Agreement in December of2001
    reflecting those
    incentives.
    We were
    therefore
    very
    pleased
    when
    Ameren
    decided
    to
    locate
    its
    Energy
    Center
    in
    Elgin,
    and
    worked
    diligently
    with
    Ameren
    to
    develop
    the
    industrial
    park
    where
    the
    Center
    is
    located.
    We
    find
    that
    Arneren and the Energy Center have been valuable to the success ofthe industrial park and to
    the City
    ofElgin.
    Since
    the
    Center
    began
    operation,
    the
    City
    has
    not
    received
    any
    complaints
    about
    its
    operation,
    including
    any complaints about noise
    from the Center.
    To
    our knowledge, Ameren has not
    exceeded
    the
    currently
    applicable
    noise
    emission
    limitations
    and
    has
    been
    a
    good
    neighbor
    to
    its
    fellow
    industrial,
    commercial
    and
    residential
    neighbors
    in
    Elgin.
    Ameren
    has
    complied
    with
    our
    own
    ordinances, including ordinances relating to noise.
    We have reviewed the Petition filed by
    Ameren with
    the Board
    seeking site specific
    noise
    emission
    limitations
    for
    the
    Center
    for
    residential
    and
    commercial
    receiving
    properties.
    Based
    on
    the
    information therein,
    and our experience with the Center, we support Ameren’s request for site specific
    noise
    emission
    limitations.
    Past
    practice
    has
    demonstrated
    that
    Ameren
    has
    complied
    with
    the
    existing, applicable noise limitations,
    including our own, and in its
    Petition Arneren has demonstrated
    that the site specific noise
    limitations it seeks from the Board will not be
    detrimental to the health and
    safety of its
    neighbors
    in
    the
    future.
    We
    believe granting the requested noise
    limitations
    will
    allow
    Ameren to continue operating the Elgin Energy Center in an environmentally responsible manner.
    The
    City values Ameren
    as
    a
    corporate
    resident,
    and
    supports Ameren’s
    efforts
    to
    keep the
    Center
    operating
    in the City of Elgin.
    In
    sum,
    we urge
    the Board
    to
    adopt the
    noise
    emission
    limitations
    requested by Ameren for its Elgin Energy Center.
