RESPONSE TO QUESTION RAISED AT HEARING
1.
A hearing in this matter was held in front of the
Pollution Control Board on January 22,
2004.
2.
During the course of the haring,
Howard Chinn of the
Illinois Attorney General’s Office testified regarding the
soundproofing system at a gas-to-electric power generating
facility in Hillside,
Illinois
(“Hillside
facility”)
.
Mr.
Chinn’s testimony concerned the soundproofing system at the
Hillside facility,
which is an open-air four-walled structure.
3.
Petitioner’s attorney asked Mr. Chinn for further
documentation regarding the Hillside facility and the
soundproofing system there.
4.
Mr.
Chinn contacted representatives of the Hillside
facility who supplied him with the enclosed documentation.
5.
The Attorney General’s Office will supply additional
information to the Board and the persons on the Service List
regarding the soundproofing system at the Hillside facility if
it
becomes available prior to the post-hearing comment deadline.
6.
The Attorney General’s Office provides the enclosed
documentation to the Board and the persons on the Service List

with the hope that Petitioner’s representatives will contact the
persons listed in the enclosed documents
to learn more about the
soundproofing system at the Hillside facility..
The Attorney
General’s Office requests that Petitioner consider construction
of a similar soundproofing system as an option for noise control
at its facility in Elgin.

In responseto your
questions; we offer the following:

The building is significantly smaller than the previous building which should allow for better
utilization of the
property.
We did need
to locate the
corner of the
building
in
alignment
with the back
setback, but at the higher elevationforproper
drainage
and fill material.

The
site
plan
and
drainage
plan
C2.2
indicates the
location of the building
relative to the
retaining wall, which we
would
assume
is at or just inside of the property
line.
This can be
~
slightly adjusted.
The block is brown split face and yes we can get you a
sarnple.

There is no roof on the facility as the top is open in
order for air intake and exhausting
along
with the vertical noise radiation ability.

The
landscaping is not in
our
contract.
The
noise
from the
facility
is
radiated vertically out the roof for obvious reasons.
Horizontal
noise
radiation should be low.
7.
The power lines must be buried
for the Village of Hillside.
The
exact underground
routing
will be
determined with Corn-Edison) but at this
time
the
lines
are anticipated to be
along the
edge ofthe access road
and down to
the
existing power poles
at
the
maintenance
building.
We will make
any
necessary adjustments per your request and if necessary, these will
be
submitted
to the
Village
ofHillside.

I would
again
like
to suggest that you visit the Pontiac facility in
order to
obtain
a
better feel
for the plant
configuration.
