    Ameren Elgin Site Specific Noise Rulemaking
    Dear Board Members:
    Realen
    Homes, L.P.
    is
    the owner and
    developer of the property
    often referred to
    as the
    Realen
    Property
    in
    the
    Petition
    before the
    Illinois
    Pollution
    Control
    Board.
    The property
    is
    directly
    west
    from the
    Ameren Elgin
    Facility located
    on
    Gifford Road,
    which
    road
    acts
    as
    the
    City
    of ElginlVillage of Bartlett
    boundary.
    As
    explained by
    Ameren
    in
    its
    Petition,
    Realen
    purchased the property from
    the SWANCC,
    and
    petitioned the Village of Bartlett to
    annex
    and
    zone the property to
    permit the construction of210
    homes
    and
    119
    town homes
    in 32
    buildings
    on the property beginning in 2004.
    The Village of Bartlett
    granted Realen’s petition to
    annex and zone
    the property for the
    aforesaid residential use.
    Realen
    has been discussing with Ameren the impact of this
    land use
    change on its Elgin Facility.
    Ameren has shared with us and we have examined the noise studies
    and noise surveys Ameren conducted in 2000
    and 2003,
    as well as the site specific noise levels it
    proposes
    for
    its
    Facility
    to
    the
    Board.
    Realen
    intends
    to
    utilize
    double
    pain
    insulated
    glass
    windows and insulated exterior walls and ceilings which should help minimize any noise issues.
    Based
    upon the review of the Petition
    and
    its
    supporting
    evidence, I agree with Ameren
    that
    the
    Board
    should
    grant
    the
    site
    specific
    noise
    emission
    limits
    requested.
    I
    make
    this
    endorsement confident that should
    these limits be adopted by the Board, the future homeowners
    will be able to
    fully enjoy use ofthe homes offered by Realen in the Village ofBartlett.
