    ORDER OF THE BOARD (by R.C. Flemal):
    On January 29, 1998, the National Steel Corporation Granite City Division (GCD)
    filed a conditional motion for continuance of temporary stay of proceedings. This motion is in
    response to the Board’s November 6, 1997, order granting GCD a stay until February 9, 1998,
    to file an amended petition.
    The Illinois Environmental Protection Agency (Agency) has issued GCD a draft permit
    in this matter, but has not issued a final permit. Issuance of the final permit is delayed
    pending negotiations regarding effluent modified waters being conducted among the Agency,
    the United States Environmental Protection Agency, and a group of third parties. GCD
    requests a stay in this matter for an additional 90 days while the negotiations proceed. GCD
    believes that the negotiations will lead to issuance of the permit and moot the need for the
    adjusted standard.
    The Board hereby grants GCD’s requested stay to file an amended petition for adjusted
    standard. The amended permit is now due to be filed no later than May 11, 1998.
