On July 10, 2003, the Board proceeded to first notice in this proceeding. On October 16, 2003,
the Board granted a request for a hearing in this matter.
The Board will
hold an additional hearing in this matter. The hearing will be conducted
to allow all interested
parties

opportunity
to present testimony on the proposed rules. The
hearing
officer will establish the order ofthe first hearing the day
of the
hearing.
