The Illinois Environmental Protection Agency (Illinois EPA) has reviewed the November
26, 2003 request from the City of Polo
(City) for an extension to
its provisional variance
(copy
aiftached).
The
provisional
variance
is
from
35
Ill.
Adm.
Code
302.2 12
for
ammonia nitrogen, and
304.120(c) for CBOD5
and suspended solids.
The Illinois
EPA
granted
the
provisional
variance
on
November
7,
2003,
for
the
45-day
period
from
October
14,
2003,
through
November
27,
2003
(copy
attached).
For
the
reasons
discussed
below,
the
Illinois
EPA has
decided
to
GRANT
the
City’s
request
for
an
extension.
The
City
received
provisional
variance
to
replace
the
center
column
of
the
rotary
distributor mechanism in the secondary trickling filter process.
The City has requested an
additional
45
days because
an
error
occurred during
the
manufacturing of one of the
trickling filter parts,
thus
delaying the installation.
The City expects the new equipment
to be installed during the week of December 8, 2003,
and to be on line and operational by
the week ofDecember
15,
2003.
Units that remained in operation during the term ofthe
provisional
variance
include
fine
screening,
primary
settling,
final
settling,
tertiary
aerated
lagoon,
wet weather
flow lagoon,
anaerobic digestion
and
sludge
drying beds.
These units will remain operational during the 45-day extension.
Based on the review ofthe City’s
request for an
extension to its provisional variance, the
Illinois EPA has concluded that:
1.
The environmental impact from the proposed activity should be minimal;
2.
No other reasonable alternative appears available;
3.
No public water supplies should be affected;
4.
No federal regulations will preclude the granting ofthis request; and
5.
The Citywill face an
arbitrary and unreasonable hardship if the request is
not granted.
The Illinois EPA hereby GRANTS the City an extension to the provisional variance from

302.2 12 for ammonia nitrogen, from 35 Iii. Adm. Code 304.120(c) for
CBOD5, and total suspended solids.
The provisional variance will be extended for a
45-
day period beginning December 3, 2003, through January 16, 2004, and is subject to the
same specific conditions
contained in theprovisional variance, namely:
A.
During the varianceperiod, the City’s effluent
shall meet the monthly
average concentrations of 50 mg/l for CBOD5
50 mg/i for total suspended
solids, and
6.4 mg/i for ammonia nitrogen.
B.
During the varianceperiod, the City’s effluent shall meet the daily
maximum concentrations of75 mg/l for CBOD5
75 mg/i
fOrtotal
suspended solids,
and
8.5
mg/i for ammonia nitrogen.
C.
The City shall notify Jay Baimer ofthe Illinois EPAby telephone at
217/782-9720 when construction starts
and again when construction is
completed.
Written confirmation of each notice shall be sent within five
days to the following address:

On behalf of the Cityof Polo, we request an additional
45-day extension on their Wastewater Treatment Plant
Provisional Variance No. PV-2004-03.
The
additional
time is required due to an error during the manufacturing of one of the trickling filter parts.
The
manufacturer caught the error during quality control and is
in the process of remanufacturing the part.
Installation ofthe new equipment is expected
during the week of December
8, 2003, with the unit on line and
operational by the week of December
15,
2003.
Typical of most biological treatment processes, some start up
process time will be required to bring the parameters, thus the request forthe 45-day extension.
All
discharge parameters and conditions as outlined
in Provisional Variance No. PV2004-03 would continue to
be followed and adhered to by the City of Polo.
