We are writing to you about the landfill expansion hearings in Rochelle to be held on Dec. 10 and
11, 2003. We have been very interested with these hearings over the last two years. We do not
believe that this landfill expansion is in the best interests ofour community and further, we believe
that the City Council ofRochelle made an appropriate decision for the “right” reasons. They
made their decisionbased on the evidence being presented and participated fairly in the
proceedings.
We observed their presence in the hearings. We became aware oftheir individual study ofthe
topics. We believe that they made the right decision for the appropriate reasons.
1. The landfill expansion is too close to Creston and sits over their water supply.
2. The current operator cannot answer questions about recent environmental laws or laws
applying to landfill operations. He cannot answer simple questions about his operations. He
speaks negatively about recycling programs and only does the very least to implement recycling in
this community. When he is made aware ofproblems such as flying bags or odor, he makes
excuses instead ofworking to eliminate the problems or working with the community to
understand their concerns. His performance is marginal and we have huge concerns about
whether he would adequately run a bigger operation.
3. The traffic issues will increase. Rochelle is growing and is increasing truck traffic due to
distribution centers and the Intermodal. These projected increases were not taken into
consideration when the traffic study was done. The changes that IDOT made in the highway go a
long waytoward helping with the turn lanes but traffic is INCREASING on Highway 38 which is
the main route to Kishwaukee Community College, MU, and work for over 20 ofRochelle
citizens.
Please do not allow this landfill expansion. The owners have not displayed any concern for the
Village ofCreston and the City ofRochelle. The location is must wrong in terms ofits proximity
to Creston, water supplies, and main traffic routes for local citizens.
