    ORDER OF THE BOARD (by J. Theodore Meyer):
    This matter arises out of a petition for adjusted standard filed on February 14, 1994, by
    Hydrosol, Inc. (Hydrosol). On March 21, 1996, the Board stayed this adjusted standard
    proceeding until the United States Environmental Protection Agency (USEPA) approved
    amendments to 35 Ill. Adm. Code 218 Subpart DD as an Illinois State Implementation Plan
    (SIP) revision. On March 12, 1997, USEPA approved the amended rule as part of Illinois’
    SIP revision.
    On November 4, 1997, Hydrosol filed a status report (Rep.) with the Board, requesting
    that the Board make a final determination that Hydrosol “has been exempt from complying
    with the originally adopted 35 Ill. Adm. Code Subpart DD until the date that the Board makes
    its final determination.” Rep. at 3. Further, Hydrosol requests that “since the relief requested
    is no longer necessary, that the Board dismiss this petition.” Rep. at 3.
    The Board dismisses Hydrosol’s petition for adjusted standard. Based on the bare
    record in this matter, in which the petition is the only substantive filing received in well over
    three years, the Board declines to make any rulings regarding Hydrosol’s compliance status at
    any time. The Board further notes that Hydrosol’s petition was deficient as of March 3, 1994,
    when the Board accepted the petition and ordered Hydrosol to file an amended petition,
    addressing several issues outlined by the Board. However, Hydrosol never filed an amended
    petition, but instead on May 27, 1997, requested the Board stay this matter. The record
    supports no factual finding whatsoever.
