NARRATIVE INSPECTION REPORT
On September 24, 2002,1 (Kaare Jacobsen) conducted a re-inspection atD.C. Enterprises in
Granville,
Illinois.
The
purpose
of the inspection
was
to
determine if the facility completed the
removal ofthe solid waste and usedlwastetires from the premises.
The above referenced facilityis
located at
610
North School
Street in
Granville,
Illinois.
.
Agency
correspondence
should
be
addressed to the owner/operator, DanCadwalladeratP.O. Box
186 in Gránville, Illinois. Aprevious
solid waste inspection was conducted on May
15,
2002.
This facility was previously owned by Jennifer Young.
When her husband Robert passed
away, the property was left to her.
In early spring of2001,
Mr.
Cadwallader was operating the
facility withoutbeing the legal titleholder ofthe property.
Mr. Cadwallader was taking in numerous
types ofsalvageable metal onto the property, over a vast period oftime. Inthe summerof2001, the
facility was still under the ownership of Jennifer Young.
She left the removal ofthe solid waste on
the premises up to Mr. Cadwallader.
Numerous, re-inspections took place between the summer of
2001
and 2002.
Duringthis time, little movement ofthe solid was done at the salvage yard.
On the•

of June, Mr. Cadwallader stated that he is sole proprietor ofthe property, located at 610 North
School Street in Granville, Illinois.

Upon arrival at
9:31
a.m., I introduced myselfto the owner/operator ofthe property, Dan
Cadwallader.
The inspection beganby taking a tour and taking photographs throughoutthe facility.

1502-001 through 019 show that some progress has beenmade on the
removal ofthe solid waste and used/waste tires.
However, scrap metal is still being accepted on the
north side ofthe facility.
Duringthe inspection, Mr. Cadwallader statedthat a semi trailer(located on the south. central
part of the premises) caught on fire.
No one was present when this event happened.
Mr.
Cadwallader was briefed
on
the
findings
during the
course of the
inspection.
Mr.
Cadwallader was informed, that an Administrative Citation will be addressed
concerning the solid
waste
and
the used/waste
tires
on the
premises.
The inspection
concluded
at
9:51
a.m.
The
following
apparent violations
were
still
present
from the
previous
inspection:
21(a),
21 (d)(1),
21 (d)(2), 21(e),
21 (p)(1) and
55(a)
ofthe Environmental Protection Act and 812.101(a), 722.111 and
808.121 ofthe Illinois Administrative
