On July
 19, 2000, Alan Whitler ofIDNR Mines and Minerals spoke to Cheryl Kelley about a
Prior Oil Company 3 barrel crude oil spill near 312 Wabash in Wamac, IEMA# 2001370.
•
 KenMensing, Collinsville BOL Manager received a complaint from Harold Alexander
that oil was on his property.
•
 This inspector met John Wamac who had a recovery truck at the spill site.
•
 There were three barrels ofoil in Fulton Creek.
 The creek was impacted for 300 feet.
Straw containment areas were scattered throughout the site.
 Oil was still in the creek.
•
 The cause of the release was vandalism.
 The screw cap was on the ground and the tank
had been leaking.
 John Prior said that a police reportwas made because someone had
opened the cap and unscrewed the valve.
•
 I spoke to
 Irma Smith a neighbor at the request ofJohn Prior.
 Mrs.
 Smith saw the tank
battery spill and the cap was offthe valve.
