NARRATIVE
On May 8, 2003, Mike Grant and I conducted an inspection at Prior Oil Company 140
Gompers Street in Wamac, Illinois. This is the site ofPrior Oil Company’s maintenance
shop and office.
The Illinois EPA observed numerous violations ofthe Illinois Environmental Protection
Act and the Board Regulations during inspections conducted on August 22, 2000,
November 3, 2000, December
5,
2000, and August 30, 2001. These violations resulted in
an April 10, 2002 Complaint filed before the,Illinois Pollution Control Board (PCB 02-
177) against John Prior, d/b/a Prior Oil Company and James Mezo, d/b/a Mezo Oil
Company. This Order required Prior Oil to take certain steps in bringing the 140
Gompers Street site into compliance. Prior Oil Company was specifically required to:
Properly dispose ofthe open dumped solid waste including crude oil contaminated soil.
On March 10, 2003, 15 cubic yards ofcontaminated soil was taken to the Cottonwood
Hills Landfill in Marissa, Illinois. No receipts were submitted for the disposal ofthe
general trash refuse and tires.
All used oil generated at this site must be managed in accordance with the Act and the
Board Regulations. The used oil currently on-site must be properly labeled and disposed
ofat a permitted disposal site. Per a March 12, 2003 Environmental Site Assessment
report prepared by Hopper Environmental, the two drums ofoil were labeled and
disposed ofby Invironmental Technologies, LLC in Chandler, Indiana on October
25,
2002.
All remediation must be completed in accordance with TACO, 35 ILL. Adm. Code 742.
The contaminated soil was removed and sent the Cottonwood Hills Landfill. Perthe
March 12, 2003 Environmental Site Assessment, the site was sampled and the sample
results meet the TACO clean up objectives.
During this inspection, I did not observe any open dumped waste on-site. The waste soil
pile from the pit was no longer on-site. I did not observe any crude oil stained soil
around the broken concrete or on the rear ofthe property. The one open pit did not
