ORDER OF THE BOARD (by R.C. Flemal):
On November 19, 1997, Owens Oil Company filed a motion for extension of time to
file closing briefs. Pursuant to a Board hearing officer order of October 24, 1997,
simultaneous briefs were to be filed by the parties on Wednesday, November 19, 1997.
Owens Oil Company requests that the briefs be filed instead on Monday, November 24, 1997.
Owens Oil contends that counsel for the Environmental Protection Agency had reviewed and
    approved of this motion.
The Board notes that this matter is a due-date case, with decision currently due on
December 18, 1997. The Board is reluctant to grant any extensions of time on due-date cases
where the decision date is already so near, least the Board is left with insufficient time to
properly weigh the parties’ arguments. Moreover, the Board notes that allowing the parties to
files briefs as late as November 19, 1997 already constituted a generous allotment of the
available time for the parties to prepare their arguments.
Having so noted, the motion to file briefs on November 24, 1997 is hereby granted
    with reluctance.
    IT IS SO ORDERED.
