    ORDER OF THE BOARD (by G.T. Girard):
    On October 21, 1997, the petitioner filed a request for oral argument. The respondent
    filed a response with its brief on November 14, 1997, in opposition to the request. The
    request did not elaborate on why the petitioner believes oral argument is necessary in this
    docket. The respondent maintains that the issues in this case are very straightforward and that
    the parties have had ample opportunity to present their respective positions. The respondent
    does not believe that it could add any additional information for the Board to consider in oral
    argument. At this time, the Board finds that oral argument would not be helpful in this
    proceeding and we deny the request.
    The Board notes that this is a time driven case and the decision deadline is currently
    December 31, 1997. Therefore, there is insufficient time to grant a request for oral argument.
    Before the Board could consider granting a request for oral argument, the Board would require
    a waiver of the decision deadline to at least March 6, 1998.
    IT IS SO ORDERED.
