RE: Case Number PCB 03-221

Dear Ms. Gunn,
I am writing to you in reference to the above case regarding a waste transfer facility being
proposed in Cary, at 3412 Northwest Highway. This site is not conducive for a waste transfer
facility on a number ofpoints. The application for this facility should be denied as a result of
failing to meet all ofthe stated criteria.
First, this site is next to the Bright Oaks sub-division, a large single family sub-division in Cary.
As a result, this site fails to meet the public health, safety and welfare of the area (criteria #2).
Additionally, this location is next to a protected conservation area and a spring fed lake that
would be polluted by litter, run-off, and particulate matter. This debris would adversely affect
the health andwelfare of our community.
Second, this site is incompatible with the character of the surrounding area (criteria #3). A waste
transfer site at this location would have a devastating affect on the land values in this area.
According to your criteria, this type of facility should be located in an area that would minimize
the effect on the value of surrounding property. This location would have a direct and negative
affect on the property values for the residents in the Bright Oaks, and other near by sub-divisions
within the Algonquin Township and Cary area.
Third, location ofthis facility is off of a busyhighway. The speed limit along this section of
Northwest Highway is
45
mph. This would make entering and exiting the facility dangerous for
the large garbage trucks. Additionally, the property being proposed for this facility is not large
enough to protect the surrounding areas from the hazards that are typical for a facility ofthis
nature. Dry well drainage from the facility will pollute local water tables, potential fires can be
easily spread to nearby homes, andthe air will carry potentially harmful pollutants into near by
communities. As a result of these issues, this location does not meet the requirement to
minimize the danger to the surrounding area from fire, spills, and operational accidents (criteria
#5).
This site is too close to residential areas to be considered for a waste transfer facility. There are
many families and children that will be directly impacted if the facility is approved at this
location. Please deny the application for a waste transfer site at this location.
Sincerely,
Gregg Snodgrass
