(“Cromwell”), by and through its attorneys, and pursuant

to

101.500, respectfully submits this Motion forExpedited Transcript

(“Motion”), and in support thereof states as follows:

1.

On May 29, 2003, Cromwell

filed a petition seeking an adjusted standard

(hereinafter, the “Petition”) from the volatile organic material (“VOM”) paper-coating

requirements of35 Ill. Adm.

Code

§

218.204(c).

The adjusted standard request relates to

Cromwell’s facility in Alsip, Illinois.

2.

On June 19, 2003,

the Board entered an Order finding, among other things, that

thePetition met the content requirements of 35

III. Adm.

Code

§

104.406,

and accepting the

matter for hearing.

The Orderrequired the hearing to be scheduled and completed in a timely

manner.

3.

On July 3, 2003, the Hearing Officer in this matter, Bradley P. Halloran, issued a

Notice ofHearing setting the hearing on the Petition for August 7, 2003.

The hearing is

scheduled to occur at the James R. Thompson Center in Chicago, Illinois.

4.

Also on July 3, 2003,

Cromwell filed a Motion forExpedited Review.

The

Motion forExpedited Review explained the business reasons behind Cromwell’s need to obtain

an air operating permit for its Alsip facility by December 31, 2003.

The issuance ofthe adjusted

standard by the Board is necessary before an air operating permit can be issued by the IEPA.

5.

For the same reasons outlined in the Motion for Expedited Review,

Cromwell

now also seeks an expedited transcript.

The expedited transcript will allow the record to be

completed and presented to the Board for action at the earliest possible date.

6.

Cromwell will agree to pay the costs for an expedited transcript ifthe Board orits

Hearing Officer deems suchpayment to be necessary and appropriate.
