lam writingtoyou as a member of the Board of the Illinois Paddling Council (IPC), and a paddler concerned with
maintaining the health of our rivers and streams.
IPC is the voice of paddlers around thestate and has beenextremely
active in river and stream issues throughits conservation andaccess projects.
Recently I received training in understanding
NPDES permits, and am aware how difficulttheyarefor lay peopleto
understand.
The CleanWaterAct envisioned strong public participation in the permittingprocess, andl believe thatit
is extremely important that everyeffort be made to simplifyit, open it up, and provide for citizen input at every
level.
am pleased to learnthat theIllinois Pollution Control Board is considering theadoption of regulatorychanges to
strengthenpublic participation in thepermitting process, and would urgethe Board-to adopt these changes.
