The

Training

School

asks

permission

to burn

old buildings

in violation

of the

open burning

law

and

regulations.

The

petition

does

not

satisfy

our procedural

rules,

which

require

a specification

of facts

respecting

the

costs

and benefits

of

compliance

in order

that

we

can

make

the

determination

whether

unreasonable

hardship

exists.

The

petition

is therefore

dismi~sed without

prejudice

to

the

filing

of

a more

complete

petition.
