    Opinion of the Board
    ‘~byMr. Currie):
    On October
    13 we published
    a proposed rule
    that would make
    clear
    the authority of hearing officers
    to prevent any picture-
    taking or broadcasting that interferes with the conduct of pro-
    ceedings and the obligation of persons appearing before
    the Board
    to conduct themselves with propriety.
    These provisions restate
    what has been
    mplicit all
    along
    and what
    is necessary
    if
    the
    Board
    is
    to conduct its proceedings
    in an orderly manner.
    They
    are based directly upon comparable provisions applicable
    in
    many courts.
    The rule in no way
    limits nublic attendence
    and
    ~articioation
    which
    activities
    the
    Board continues
    to encourare.
    ORDER
    Chapter
    1 of the Rules
    and Regulations
    of the Illinois
    Pollution Control Board
    is hereby amended by adding the follow-
    ing provisions:
    603
    Improper Publicity.
    (a)
    Hearings should he conducted
    with fitting dignity and decorum,
    The Hearing Officer
    may forbid the taking
    of
    photoqraohs
    or
    the broadcast-
    ing
    or
    televising
    of
    all
    or
    part
    of
    the
    proceedings
    while
    the hearing
    is being conducted
    if
    he
    finds
    that such
    activities detract from the dignity of the proceedings
    or unduly distract participants
    and witnesses
    in giving
    testimony;
    (b)
    Parties
    in oroceeciings brought
    before the Board
    shall at all
    times conduct themselves
    with
    the
    same
    degree
    of
    dignity
    and
    respect that
    they
    would
    before
    a
    Court.
