    ORDER
    OF
    THE
    BOARD

    Kissel):
    Based
    upon
    the
    variance
    petitions
    of
    Crane
    Packing
    and
    the
    recoimnendation of
    the
    Agency,
    Crane
    is hereby granted a
    variance
    from
    Rules
    202,
    501,
    502 and 504 of the Pollution Control Board Regulations
    governing Asbestos Emissions, R71-16,
    for its Morton Grove and
    Crystal Lake plants, until October
    31,
    1972.
    subject to
    the following
    conditions:
    1.
    Crane shall obtain the appropriate permits from the
    Agency for all new equipment and for such modifications as it shall
    make to its present equipment.
    2.
    Crane shall submit monthly progress reports to the
    Agency
    until
    the
    above—described
    control
    equipment
    is
    installed
    and
    operating, at which time Crane shall submit a final report to
    the
    Agency
    within
    thirty
    (30)
    days
    after
    the
    described
    control
    equipment
    is
    operable.
    3.
    Within forty-five
    (45) days of the date of the grant
    of this variance, Crane shall report to the Board and the Agency
    on the economic feasibility of performing a stack test on emissions
    from
    the
    fabric dust collector after installation.
    Based upon such
    report,
    the
    Board
    reserves
    the
    right
    to
    order
    such
    tests
    as
    it
    finds necessary.
    4.
    Crane
    shall
    file
    with
    the
    Agency
    a
    performance
    bond
    or
    such
    other
    security
    as
    the
    Agency
    may
    deem
    appropriate
    in
    the
    sum
    of $48,000
    to guarantee installation and performance of its control
    equipment in conpliance with this order.

    5.
    Crane shall not operate above the current production
    level as described in the petition until the completion of the
    proposed control project.
    6.
    Failure
    of
    Crane
    to
    adhere
    to
    the
    conditions
    of
    this
    variance shall be grounds for revocation of the variance.

    Board approved the above Order this 17th
    day of
    May, 1972, by a vote of 4-0.
