On
March 28, 1972, the Board issued
an
order granting a variance to
Donald
G.
Nickel
d/b/a
Nickel
Brothers
Tree
Service
to
burn
approximately
120
tons
of
waste
building
material
in
an
air
curtain
destructor
in
Winnebago
County.
One
of
the
conditions
to
the
variance
was
that
burning
be
confined
to
the
period
from
10:00
a.m.
to
4:00
p.m.
in
accordance
with
the
reconmiendation
of
the
Agency.
Mr
•
Nickel
requested
an
extension
in
the
burning
period
citing
the
likelihood
of
less
pollution
as
a
result
of
fewer
“start—ups”
and
longer
periods
of
sustained
efficient
combustion.
In response to Nickel’s request, the Agency filed a
SUPPLEMENTAL
RECCI4MENDATION
containing
new
information showing the hours most
favorable
to
smoke
dispersion.
In
brief
it
is that pollutants emitted
in
the
hours
shortly
after
sunrise
are
soon
dissipated
whereas
those
introduced
in
late
afternoon
or
early
evening
persist
for
a
longer
time.
The
Agency
recommended
that
Nickel
be
allowed
to
burn
as
foLlows:
8:00
a.m.
to
4:00
p.m.
while
Central
Standard
Time
is
in
effect
and
7:00
a.m.
to
5:00 p.m. during the period of Daylight savings time.
We
accept
the
recommendation
of
the
Agency
and
hereby
modify
the
condition
of
our
previous
order with respect to allowable
time
for
burning
covered
in
point
number
2
of
the Order.

is from 0:00 a~m. to 4:00 p~m.while Central Standard Time is in effect
and from
7:00

time prevails,
