    These two petitions ask variances to allow connection
    of single-family homes to sewers in Waukegan despite our connection
    ban (LWV
    v. NSSD,
    #70-7, March 31, 1972).
    Both homes are in
    Waukegan and therefore,
    we infer, tributary to the Waukegan
    or Clavey..Road tre~mentplants, to which we have authorized
    a number of connect~ionsbec~a~ise
    of treatment plant improvements.

    So far as we can tell
    from the petitions,
    the petitioners, are free to obtain connection
    permits from the District, and no variance is therefore necessary.
    If this proves incorrect, amended petitions may be filed.
