Opinion and Order of the Board (by Mr. Currie):
This petition seeks a variance until the end of 1972 to divert present
wastewater discharges from a Clark County plant to a deep well for disposal.
The petition was filed with the Agency May 10, 1972, but, although the letter
recites that a copy was being sent to us as well, the Board received it only
on July 10. The petition does not conform to our procedural rules in Chat
it wholly fails to inform us as to the nature, quantity, or strength of the
discharge, or its effect upon the receiving stream. We cannot evaluate a
petition on the absence of meaningful factual allegations. The petition is
hereby dismissed for failure to allege the relevant facts as required by the
Rules, without prejudice to the filing of a more complete petition.
