    ORDER OF THE BOARD (BY SAMUEL T. LAWTON, JR.):
    On motion of Respondent, Central Illinois Light Company, to
    stay the Order of the Board entered on November 8, 1972, pending
    appeal of said Order to the Appellate Court for the Third Judicial
    District of Illinois,
    IT IS HEREBY ORDERED that said motion with respect to paragraph 3
    of said Order dealing with the imposition of penalties be granted and
    the requirement for payment of penalty is hereby stayed. In all other
    respects the motion is denied.
