    We have received a proposed amendment to Rule 201 of
    Chapter
    4, Water Regulations, submitted by letter of Peabody
    Coal Company, proposing amendment to present Rule 201 with
    respect to the dates for acquiring permits for opening, re-
    opening, abandoning or conducting mining operations,
    together
    with statement in support of the proposal.
    Since the submission
    does not satisfy the mandatory hearing requirements as provided
    by statute, pursuant to which
    a hearing must be set on the proposed
    regulation, we will withhold our decision on whether to order
    such hearing pending receipt from the Environmental Protection
    Agency of its analysis and comments respecting the proposed
    regulation which we direct be submitted to the Board within
    21
    days from the date of this Order.
