After full hearing and briefs we denied Illinois Power~s
petition for
a variance
from
the sulfur-dioxide emission
standard applicable
to Wood River Unit
#5,
in
a lengthy
opinion
(October
24,
1972).
Illinois Power asks us
to recon-
sider or grant
a rehearing.
We decline
to
do
so.
Illinois
Power had ample opportunity
to present before us all evidence
and arguments supporting
its request,
and
it took full advantage
of that opportunity.
The present petition essentially re-
states
the arguments earlier made and rejected,
and we see
no reason
to depart
from our earlier conclusions.
No extra-
ordinary circumstances are suggested
to
justify the extra-
ordinary relief of relitigating
issues already fully heard
and decided.
The petition
is hereby denied.
