    opinion
    and decision
    I think
    it
    important
    to
    elaborate
    UPOfl
    thE~deciding
    factor
    for
    me
    in
    not
    requiring
    a
    heavy
    penalty
    in this
    case.
    in normal
    circumstances,
    a
    flagrant
    disregard
    as
    in
    this
    case,
    of
    this
    Boards
    earlier
    order
    of
    August
    13,
    1971
    should
    bring
    with
    it
    severe
    penalties,
    perhaps
    10
    times
    the
    initial
    penalty
    of
    $200;
    namely
    $2000.
    The
    Assistant
    Attorney
    General
    present
    at
    the
    Board
    meeting
    of
    October
    31,
    1972 volunteered
    the
    information
    that
    the
    earlier
    penalty
    of
    $200
    was
    currently
    being
    collected
    under
    a
    court
    order
    at the
    rate
    of
    $10 per
    month.
    Given that
    court
    determination
    of poverty,
    it
    would
    be almost
    futile
    to
    add
    another
    penalty
    of,
    say,
    $2000
    and have that
    paid
    off
    in
    200
    months
    or
    16.
