the

I think

it

important

to

elaborate

the

the

information

that

the

earlier

penalty

of

$200

was

currently

being

collected

under

a

court

order

at the

rate

of

$10 per

month.

Given that

court

determination

of poverty,

it

would

be almost

futile

to

add

another

penalty

of,

say,

$2000

and have that

paid

off

in

200

months

or

16.

from

now.
