    Petition for
    a variance to connect to the sewer tributary to
    the Clavey Road Plant was filed on May
    3,
    1973 for the property at
    908 Foster in Knoliwood,
    Shields Township in Lake County.
    No hearing
    was held in this matter.
    The petitioner
    alleges that his neighbor
    (not identified)
    has
    found “fresh effluent”
    in his
    suinp
    and petitioner believes
    it
    to be coming from the Johnson drain field.
    The Lake County Health Department in
    a letter filed June
    4
    verified the septic effluent discharge by using dye and states that
    “construction of
    a satisfactory septic system on this property seems
    formidable.”
    The Agency recommendation filed June
    21, 1973 recommends
    a grant
    in which we concur.
    The Agency states, “Petitioner has adequately
    shown that the septic system cannot be repaired so as
    to operate
    effectively and that the present operation of the system constitutes
    a public health hazard.”
    ORDER
    The variance is granted to permit connection of the property
    at 908 Foster
    to
    the sanitary sewer tributary to the Clavey Road
    treatment plant.
    I, Christan L. Moffett, Clerk of the Illinois Pollution Control
    Board, hereby certify the above Opinion and Order were adopted on the
