INTERIM ORDER (by Mr. Dumelle)
The variance petition in this proceeding was filed with the
Board on March 27,
1973.
We find it to be inadequate and incomplete
for the following reasons:
No data are given as to the effluent strength from
Plant No.
1 for which a varianco
is desired nor is a compari-
sion given to the applicable standard.
No mention is made as to
possible chemical treatment to improve Plant No.
1 performance
as has been done successfully at I)anville and at the North Shore
Sanitary District.
No data are given to substantiate the conclusions
given
as to tho effects upon the stream or its present water quality
condition
(see p.
4, paragraph 6(c) of petition).
No estimate is
given as to the population equivalent of pending applications for
connection to Plant No.
1 over the period of time until State and
Federal grants are received or the effect of these new connections
upon the effluent and the stream.
Lastly, no mention is given as to
the expiration date of the bids listed on Exhibit C as being received
July
10,
1972.
The petitioner is ordered to amend the petition to reflect the
above listed deficiencies within 20 days of this date.
The 90 days
provided by statute for a decision in the proceeding shall run from
the filing of an amended petition.
If an amended petition is not
received within 20 days then the petition shall be subject to dismissal
on grounds of inadequacy.
