OPINION AND ORDER OF THE BOARD (by Mr. Seaman):
Petition for variance was filed on April 26, 1973 by
Ametek, Inc., seeking variance from Rule 3-3.112 of the Rules
and Regulations Governing the Control of Air Pollution.
Petitioner’s East Moline, Rock Island County facility is
primarily engaged in the manufacture of laundry and dry
cleaning equipment. Steam at this facility is generated by
four boilers.
The #1 boiler is a chain grate stoker and is used during
the winter months with coal as the main source of fuel.
Petitioner requests a variance for a period of four days for
the purpose of performing a stack test on the #1 boiler in
order that Petitioner can formulate a program with its
supplier, American Air Filter Company, Inc., to have said
boiler controlled by the next heating season. Petitioner
proposes to install a fabric collector and the stack test is
necessary in order to establish design parameters for the
baghouse control system.
The Agency is of the opinion that the baghouse will be
successful in controlling particulates and indicates that it
has received no adverse comment from the public concerning
this request~for variance.
This Opinion constitutes the findings of fact and con-
clusions of law of the Board.
IT IS THE ORDER of the Pollution Control Board that
Petitioner, Ametek, Inc., is hereby granted a variance for a
four day period from Rule 3-3.112 subject to the following
conditions:

(1) Petitioner shall notify the Agency of the time
and date the stack test on boiler #1 is to be performed.
Petitioner shall allow Agency observation of said stack
test if the Agency deems necessary.
(2) Before operating the #1 boiler, Petitioner shall
obtain all necessary permits from the Agency on said boiler.
(3) Petitioner is limited in the operation of its #1
boiler on coal for four (4) days and only for the express
purpose of performing a stack test.
