    ORDER OF THE BOARD (by C.A. Manning):
    On June 27, 1997, the County of Will (County) filed a motion to dismiss this
    administrative citation. The County asserts that it was unable to complete service upon
    respondent within 60 days of the date of the observed violation as required by Section 31.1(b)
    of the Environmental Protection Act. 415 ILCS 5/31.1(b)(1996). This motion is granted.
    This matter is dismissed and the docket is closed.
