OPINION AND ORDER OF THE BOARD (by Mr. Dumeile):
Petition filed September 7, 1973 with the Agency by the City
of Effingham requests variance from Rule 203(f) of the Water Pollu-
tion Regulations in order that copper sulfate may be used to control
algae in the water supply reservoir. No public hearing was held and
the Agency in its recommendation -filed October 3, 1973 recommends
a grant.
For the reasons stated in Village of Augusta v. EPA, PCB 73-327,
and Village of Coulterville v. EPA, PCB 73-370 decided by this Board
on October 11, 1973 we grant the variance in accordance with the
Agency recommendations. We again urge field research by the Agency
and the Institute for Environmental Quality before next spring’s
algae growing season is upon us.
ORDER
1. Variance is granted from Rule 203(f) of the Water Pollution
Regulations to the City of Effingham to use copper sulfate
in its water supply reservoir during September and October, 1973.
2. Treatments shall be once monthly and shall not exceed 300 lbs.
of copper sulfate per treatment.
3. Copper concentrations in the raw water intake to the water
treatment plant shall not exceed 1.0 mg/i as copper at any time.
4. The copper concentration in the reservoir shall be measured
before and after each copper sulfate treatment and the results
submitted monthly to the Agency.
