    Petition filed December 26, 1973 is inadequate in that it
    does not give the amount of photochemically reactive emissions
    that would result from not obtaining the proper solvents.
    Petitioner is directed to Procedural Rule 401(a) for guidance.
    The petition is dismissed without prejudice.
