    in that
    it does not give details
    as
    to the location of the land-
    fill in relation to residences
    and does not give
    the alternate
    costs of renting or operating an air curtain destructor
    or of
    using
    a chipper.
    Petitioner
    is directed to amend
    the petition within
    45 days
    of the date of this
    order or face dismissal for inadequacy.
    The petitioner shall execute
    a waiver of the 90-day decision
    period and said period shall
    run from the date
    of filing of the
    amended petition.
