On
June
12, 1974
a petition for variance from Rule
203(f)
of the Water Pollution Regulations was filed,
It asks that the
Village be allowed to dose
its water supply
reservoir with copper
sulfate above the limit of 0,02 mg/I set
by
the Rule in
order to
prevent algal growth.
The petition states
that copper sulfate has
been introduced
into
the reservoir at 6-week intervals between the months
of
April and October for
each
year since 1965 with no observable
adverse effects
on aquatic life.
On June 13, 1974 the Board entered an order asking for
data
as
to the actual copper levels
in the raw water
intake
resulting from the l9~73 dosages with copper sulfate,
The Village
on August
13,
1974, some
60 days
after the entry of the order
(which granted
45 days), has responded with the needed information~.
The levels are not excessive,
On August
5,
1974 the Agency filed its recommendation and
in essence recommends
a grant of the variance,
It notes with
displeasure that
the Village did not follow the Board?s order
in PCB 73-328 (September
20, T~73~~nd
did not report its copper
analyses to the Agency.
The Village
also treated into November
although restricted to October
of 1973 by that order,
The Agency computes that
a dosage of 100
lbs.
of CuSO4
would result
in a copper concentration of 0,17 mg/I in the reservoir,
assuming equal dispersion,
It recommends
one treatment per month
from June 1974 through and including October 1974 not to exceed
100 lbs,
of CuSO4 per treatment and other
conditions such
as
limits
in the raw water intake and reporting requirements.
