    was filed with the Board by the Environmental Protection Agency
    and the Illinois Institute for Environmental Quality jointly on
    June
    7,
    1974.
    The Procedural Rules of the Board
    (Rule
    203(b))
    require

    statement of the reasons supporting the proposal.
    ..“
    The instant
    proceeding
    lacks sufficient material to effectively notify
    the
    public of the facts
    and reasons for selecting
    this
    level
    as
    a
    standard for total mercury in
    air.
    The joint proponents shall file an adequate statement w:ithin
    60 days of the date of this order.
